Best value: the six-hour Mundaka trip, $49
The Mundaka and Guernica tour is the cheapest complete itinerary here and the second most-reviewed at 4.7 from 2,469 guests. It runs a private air-conditioned minibus rather than a coach, includes the entry ticket, offers hotel pickup on its private and small-group options, and still gives Gaztelugatxe two guided hours — more than the flagship.
The one condition to read: a departure needs a minimum of two adults, four on the cheapest bilingual group option. What happens in bad weather?
None of the seven cancel for rain alone — every operator here runs rain or shine, and the Bay of Biscay is wet for a good part of the year. What can stop the climb is the access path closing, which the provincial council has done in bad weather (an orange wave alert in September 2020, a storm in January 2023), and that is the council’s call, not the tour operator’s. When that happens, the guide substitutes a viewpoint stop or reshuffles the itinerary toward Bermeo, Mundaka or Gernika rather than cancelling outright.
The practical difference between the seven is what they do with reservation risk. The five tours that hold your access slot pass the substitution problem to the guide.
